“my built up cries” mean all the tears that have been growing, accumulating and building up inside of him.
So this stanza is saying how all his past struggles, his growing tears inside are able to find peace and stability by “stacking” them on his lover.

Meaning the tears you hold in. Think of rocks holding one is okay but the more grab the heavier it is to carry. So each cry he didnt have is weight that “built” up
